It is considered one of the main programs implemented by the center since 2011, aiming to provide practical and realistic visions and proposals to end the internal division through an informal dialogue involving politicians from the main factions, independent figures, and representatives of civil society, women, and youth both inside the country and in the diaspora. The dialogue focuses on the necessary steps and mechanisms to rebuild national unity at the level of the institutions of the Palestine Liberation Organization, the Authority, unions, and syndicates. Thus, it is considered a program supporting the official national dialogue since the reconciliation agreement reached in Cairo in May 2011.
Within the framework of this program, numerous documents were produced regarding the reconstruction of the institutions of the Palestine Liberation Organization, providing practical visions for the national political program, the government program, and practical mechanisms for the reunification of the civil institutions affiliated with the authority in the West Bank and Gaza Strip. Additionally, proposed visions and mechanisms were presented for the reunification and integration of the security apparatuses and the formulation of a police authority project, as well as proposed mechanisms for the reunification and activation of popular unions and professional syndicates.
In addition, the book "The Cost of Division and Its Impact on the Palestinians" was published, with the participation of a wide team of researchers and research assistants. It addressed the cost of division in political, economic, social, cultural fields, public freedoms, and human rights, as well as the impact of the division on Palestinians in the 1948 territories and the diaspora.
This program culminated in the achievement of the National Unity Document as the outcome of a broad dialogue process in historic Palestine and the diaspora. It includes a comprehensive vision for ending the division and rebuilding national unity. A follow-up committee supporting the document was also formed by organizing a series of events and meetings, comprising representatives of the most prominent forces and groups active against the division.
