Based on the work plan of the Palestinian Center for Policy Research and Strategic Studies for the first three years after its establishment, and in light of what has been achieved in the implementation of the first-year plan 2011, and the expansion of work in several projects in cooperation with partner institutions, the axes of the second annual work plan for the year 2012 were derived. This plan continues the ambitious pursuit of consolidating the center's identity as a Palestinian center concerned with the issues of the Palestinian people inside their homeland and in the diaspora, while being headquartered in the city of Ramallah. It also emphasizes that the center's work is not limited to keeping up with the latest developments and updates on the political level and its economic, social, cultural, and media dimensions only, but strives diligently to identify the best ways to respond to them, and to produce rapid position papers, policy research, studies, and appropriate strategic alternatives that contribute to strengthening the struggle of the Palestinian people and their liberation aspirations in their various locations.

As was the case in the first year of establishment, the plan adheres to the center's vision based on enhancing its independent specialized role in formulating policies and strategic studies, focusing on developing objective and democratic alternatives. This is achieved by narrowing the gap between knowledge and decision-making in official and civil institutions; formulating policies and providing strategic analyses and studies characterized by depth and professionalism, appropriate in terms of their realism, feasibility, and timing, while responding to variables affecting the reality of the Palestinian people and their national struggle—especially the impact of the development of revolutions and uprisings of Arab peoples on the national movement and Palestinian strategic choices, and on Palestinian youth, both male and female, in the homeland and diaspora, in this context.
